Selling e-cigarettes in Greece: the rules that matter
A short guide for manufacturers planning to enter the Greek market. Updated October 2026.
| Topic | What applies in Greece |
|---|---|
| Notification | Every e-cigarette and refill container must be notified through EU-CEG before it is placed on the Greek market (Law 4419/2016, Article 18, as amended by Law 5216/2025). |
| Standstill | Products may be placed on the market only six months after notification. |
| State fee | A one-off fee of €50 per notified product (e-paravolo). |
| Who notifies | The manufacturer or the importer into the EU. A third party can file as entry party on the submitter’s EU-CEG account. |
| Cross-border distance sales | Not permitted to consumers in Greece — products must be sold through the Greek market. |
| Excise duty | €0.10 per ml on e-liquids (Law 5222/2025, Article 50). |
| Nicotine pouches | New notification regime (filing to ΕΟΔΥ). Products placed on the market up to 31 December 2026 are filed before market entry, without the six-month wait; non-compliant products cannot be imported from 1 January 2027. |
| Batteries | From 18 February 2027 portable batteries must be removable and replaceable by the end user (Regulation (EU) 2023/1542). A redesigned device needs a new notification. |
| Flavours | No flavour ban has been enacted in Greece. A revision of the EU Tobacco Products Directive is expected to be proposed in Q4 2026. |
| Advertising | Advertising of e-cigarettes online and in the media is prohibited. Health or reduced-harm claims are not allowed. |
| Market size | The Ministry’s published list of 1 September 2026 contains 80,053 notified products from 949 submitters. |
